After the Federal Constitutional Court’s judgement regarding the selection procedure for the study of Medicine
(also Pharmacy and Dentistry) on December 12, 2017, federal and state authorities were charged with the development of a new procedure by December 31, 2019. This page’s information on JGU’s new selection procedure, which begins in the summer semester 2020, is explicitly subject to the final implementation of the decisions and recommendations existing thus far into valid state law.

Information on the Application Process for Medicine Starting in the Summer Semester 2020
This information is valid for applications from the summer semester of 2020 on. Currently, we cannot guarantee the comprehensiveness and accuracy of this information. The allocation of study places on hochschulstart.de takes place in several steps.
2% of all of the study places to be allocated are reserved for cases of exceptional hardship.
You can estimate whether or not your situation counts as an exceptional circumstance based on the examples on hochschulstart.de’s homepage.
The remaining study places are awarded in the General Selection Procedure (Allgemeines Auswahlverfahren).
- The first 30% of study places (Abitur best rate, "Abiturbestenquote") are awarded according to the average score of the university entrance qualification (usually Abitur, based on state quotas).
- The largest percentage of the study places (60%) is awarded by the higher education institutes themselves in their selection process. Each higher education institute can, within a legally determined frame, decide on the criteria they base their selection of students on.
- The last 10% of study places are awarded according to the Additional Aptitude Rating (Zusätzliche Eignungsquote, ZEQ), in which only selection criteria independent of school grades are used. In a two-year transitional period (2020 and 2021), wait periods will still be taken into account in a limited manner within the framework of the Additional Aptitude Rating (ZEQ), described in the following.

Taking the “Test for Medical Studies” (Test für medizinische Studiengänge, TMS) is not mandatory, but will gain importance in the allocation of study places starting in the summer semester of 2020 (see AdH and ZEQ).
The deadline to sign up for the “Test for Medical Studies” is January 15 of every year. You can sign up on the TMS homepage.
The test is subject to charge and takes place once a year at the beginning of May at different locations in Germany.
A so-called lateral entry is a transfer into a higher semester of a selective course of study. In order for this to be possible, enough credits must be transferred in order for placement into a higher academic semester (at least the 2nd) to be possible. The same process counts for university transfers from abroad.
For an unquestionable lateral entry in which the courses of study have similar content, the recognition of the credits already completed is awarded directly by the responsible Landesprüfungsamt.
If you are planning a lateral entry into a course of studies whose content is not unequivocally similar, such as from Biology to Medicine, you will need a certificate of equivalence (Äquivalenzbescheinigung), which is usually issued by your previous university. However, if they do not offer Medicine, please contact the responsible teaching representative at JGU.
The relevant certificate of equivalence will then need to be handed in at the responsible Landesprüfungsamt in order for you to receive the placement decision for the “correct” semester.

If you are planning a lateral entry into a course of studies whose content is not unequivocally similar, such as from Biology to Pharmacy, you will need a certificate of equivalence (Äquivalenzbescheinigung), which is usually issued by your previous university. However, if they do not offer Pharmacy, please contact the professors at JGU responsible for teaching the relevant courses for Pharmacy.
The relevant certificate of equivalence will then need to be handed in at the responsible Landesprüfungsamt in order for you to receive the placement decision for the “correct” semester.
